Shaping the Climate Statutory Duty 

Help us design the legal framework, goals, and practical scope of a robust Climate Statutory Duty (CSD) that will create rapid and credible achievement towards our Paris 2015 obligations.

There are two questions below which look separately at different aspects of  the scope  and content of such a CSD. As you present your thoughts please also set out ANY barriers and obstructions which we have to overcome to enable achievement.

Your feedback will be collated and

  1. Presented to the Local Infrastructure and Net Zero Board of the Local Government Association to help them create and present such a CSD to government and,
  2. Used to push the envelope to develop an ideal solution.

Scope of Council Acitivities

Question 1

How would you envision a Climate Statutory Duty harnessing the full spectrum of a local authority’s influence—including service delivery, regulatory oversight, community engagement, economic development, spatial planning, infrastructure management, and beyond—to achieve the maximum impact on reaching national net-zero emissions? Please also note hurdles and obstructions that need solutions to proceed along this pathway.
